Powerhouse Sitehook

I've noticed sitehook stuff in ph_demo_location:
I've fixed it to run on Alpha VMS, and I've made my own version to
lower/restore the priority (we have problems with people who hog the system
with very large Quiz reports).

Does anyone know what components use this, or have any documentation on it ?
