Verion 7.09 year 2000 patch.

We have customers that use the "wedge" and report it works. We've also
tested it in-house. That said, please keep in mind two things. First it
solves one specific issue. That is retrieving the system date after
1999. The specific problem is on Feb 29, 2000. Second, Cognos does not
warrant its use (we provide it as is with no guarantees, nor do we
warrant that any PowerHouse version  on MPE/iX prior to 7.29.C8 is year
2000 compliant. I strongly recommend upgrading to at least 7.29.C8
unless there is a compelling reason not to do so. That's the company
line and my personal recommendation.
