Year 2000 on Vax 504C...

The specific problem on OpenVMS is that if your default century in the
dictionary is 19, then the SYSDATE value after Feb 28, 2000 is 1 greater
than it should be. On Dec 31, 2000 you get an invalid date. The
workaround is to make the default century 20, however that is not always
practical. And although this seems like a small thing, it's serious
enough to affect data (as opposed to a cosmetic problem) and therefore
make PowerHouse on OpenVMS non-compliant. This is what was fixed in
7.10.F2 and up.
