What you are asking for is actually QUIZ' default behavior, i.e. not to 
print a blank line before the PAGE FOOTING. The blank line must come 
either from a part of your code or as a result of the last record 
complex resulting in a blank line. In the latter case, try using the SET 
NOBLANKS statement.
