Roger, When you compile a PowerHouse dictionary, the compiled file contains the creator user.account internally.  This is separate from the MPE file creator info stored in the MPE file system.

See if this will work (I'm on 7.09, 6.09 may be a little different):
QSHOW
SET DICT xxx
SHOW SYSTEM
{Look for DICTIONARY OWNER}
Log in with the same user.account as shown in the dictionary owner.
Then:
QSHOW
SET DICT xxx
SET SECURITY
SET PASSWORD
SET LANG PDL
GENERATE ALL
