File Security & PH QDDR Dictionary & QSHOW GEN

We're in middle of converting a 5.09 QDDR type dictionary to a PDL type
using PH v 6.09.
The conversion process is fairly simple:  point to the QDDR dictionary, run
QSHOW,
SET LANGUAGE PDL, then GENERATE FILE somefilename and the PDL source code is
output to QSHOGEN.

The problem is that so far, only the SM can run GENERATE.

When I log on as MGR with AM and try, I get:

Cognos says it's an HP thing.  HP says it's a Cognos thing.  Our SM is
puzzled.
There are no ACDs. He changed DICT creator from MANAGER to MGR on all DICT
datasets and here are MGR caps:

HPUSERCAPF = AM,AL,GL,CV,UV,LG,ND,SF,BA,IA,MR,DS,PH

Here is  LISTF,XL3 for the Image root file (DICT01-DICT33 are same except
code is -401):

We need another pair of eyes to tell us what we're missing so that we don't
have to bother the SM every time we want to GENERATE a file.
