Yes, that's what I would have expected, but DB is not an account on this
system and never was. It is a group in many accounts where TurboImage data
bases, KSAM and MPE data files reside.

I don't fool with lockwords much but I would expect the "DB45" in "Open:
MENR001B.DB45.DB" to be the mpe group. A lockword would normally be
specified as in "Open: FILE/LOCKWORD.GROUP.ACCOUNT"

Note that "DB45" is the lockword specification (or is it?). The group is
DB.
If I run QUTIL to create this file, it is created with a different
lockword.
What is going on here that I do not see?
