Creating a century window in QUIZ/QTP for PROMPT variables.

The Boeing Company policy here at KSC is to have all dates converted to 8
characters on the HP3000.
They are far along in this process and have only 2 more databases with 67
datasets to go.  These will be done by December this year.  After that,
there will be no more 6 character dates in the dictionary or files here.
