Hi all. Yes there is a fix for this.
There are two ways that the the customer can resolve the problem.
1 - Restore the dictionary from a backup.
2 - Recompile the dictionary.
There is a fix available for one of the possible causes of this error.
Description:
An error is received periodically in PowerHouse periodically, since
upgrading the operating system to V4R5:
"The specified dictionary is locked for update. Please try again later"
Solution:
When the dictionary is used and then released by users, a value in a
services file increments and decrements, tracking the number of users. If
users don't log off properly than the number could be negative, causing this
error. The services file does not check to see if this value is 0 before
decrementing. To resolve this, contact Cognos Customer Support for a new RTL
file, which checks the value before decrementing, and will not decrement if
the value is 0.
Steps to restore the new RTL file:
1. Restore the new file, using RSTLIB for the PH607FRTL library. This
restored library will contain a *SRVPGM object called RTL.
2. Rename the existing RTL file in the PowerHouse 607F (or PH 607E)library.
3. Restore the new RTL file from the PH607FRTL library to the PowerHouse
607F library.
4. Recompile or restore the PowerHouse dictionary.
If running more than 1 flavour of PowerHouse, the RTL file should be
restored to all PowerHouse libraries (PH607F, PH607FRP, etc).

Hello,
We have a customer running V5R1 that just started getting messages that
certain screens and now their dictionary is "locked for update". They
cannot access their applications.
I thought this problem was fixed by Cognos some time ago. Anyone else
running into this issue on V5R1? The current solution is to rename the
offending object and then to recompile it. Is there an RBF for this? Any
suggestions from Bob Deskin?
